On the eve of the one-year anniversary of the implementation of the Chongqing City Dog Management Regulations, Chongqing Shapingba District Court teamed up with the district police bureau and Shiyingpo Street to hold a unique legal awareness promotion event on May 30 at the Zhongang Jiaoyu Wan commercial street square in Chongqing Zhongxin Bay Community. The event, themed "Hold the Leash of Civilization: Responsible Dog Ownership," also invited representatives from the Chongqing Municipal People's Congress, Huang Wen, Zhang Youbin, and Zhu Juhua, to visit the site.
It is reported that during the event, court officials innovatively drove the "5G Mobile People's Court" to the center of the square, where they used vivid cases and detailed legal provisions to explain the relevant laws on dog-keeping to the general public in an easy-to-understand way. They also combined the typical cases of liability for animal ownership released by the Supreme People's Court, as well as a recent case of a dog being hit by a car because its owner had not tied its leash, which was recently tried by the Shapingba District Court, to illustrate the law through cases, with the aim of raising citizens' awareness of civilized dog-keeping and jointly creating a harmonious and beautiful community environment. In addition, court officials focused on the interpretation of the "Regulations on Dog-keeping Management in Chongqing Municipality."
Then, the community officials of Shiyingpo Street shared their valuable experience in dog management, while the police officers from the district police bureau introduced the progress and achievements of dog management work in the district since the implementation of the Regulations on Dog Management in Chongqing Municipality. When responding to questions raised by the public, the judicial officials and staff from Shiyingpo Street and the district police bureau provided patient and detailed answers together. At the same time, a one-stop service point for dog license issuance and vaccination was set up at the event, which received unanimous praise from the public.
In the final stage of the activity, representatives of the people's congress expressed their views. They stated that this legal propaganda activity not only had profound inspirational, educational, and guiding significance, but also highlighted the important role of dog breeding in building social civilization and harmony. The court demonstrated typical cases to make the law more accessible to the public, which not only showcased the authority of the rule of law but also conveyed the warmth of justice. In response, the representatives called on everyone to work together to ensure that "dog breeding does not fall short of the mark."
In this legal education campaign, the court made full use of the "one street town judge" work mechanism to carry out legal education in communities, listen to the public's opinions, and not only effectively improved the public's civilized dog-keeping awareness but also laid a solid legal foundation for reducing dog-keeping disputes and building a harmonious community.
